Recently, the Aircraft Airworthiness Certification Department of Civil Aviation Administration of China solicited public opinions on three recommended civil aviation industry standards, including the technical requirements for urban scene delivery electric multi rotor drone (light and small) system (Draft for comments). As of the end of last week, the public consultation has been completed. The standards working group will further discuss and revise the standards in combination with the opinions of all parties, and then form a draft for review. The technical requirements for urban scene delivery electric multi rotor UAV (light and small) system was proposed by the airworthiness Department of Civil Aviation Administration of China and developed under the leadership of Hangzhou Antwork Technology Co., Ltd., with the participation of Civil Aviation Research Institute of China and Beijing Sankuai Online Technology Co., Ltd. (Meituan Drone). In addition to the product design and operation experience of urban delivery drones drafted by Antwork Technology, Meituan and other units, this standard has also investigated many domestic units engaged in the development of delivery drones, including Zhongtong express, Shunfeng technology, Yunda express, Jifei technology, Tuogong robot, etc, To ensure that the standard content has high operability and industry acceptance.

This document specifies the design requirements of electric multi rotor drone (light and small) system engaged in delivery operation in urban low altitude airspace.

It is mainly applicable to the design or design review basis of urban delivery electric multi rotor drone (light and small) system.

The first element of the standard is to highlight the urban scene, fly over high-density population gathering areas, and safety; For the delivery purpose of drone, the special system composition of delivery application scenario is considered in the standard; In view of the current drone level actually applied by Antwork， Meituan and other enterprises in urban scenes, fully considering the controllable risk, the standard limits the object to light and small drones, with a takeoff weight of less than 25 kg and a maximum characteristic size of less than 3 meters. The weight and size classification of drone refers to the relevant classification regulations in Sora; According to the above application scenarios, uses and objects, the components of drone system are decomposed, and the design requirements are described for each component.

As the first industry standard of delivery drone system technology for urban application in China, its release and implementation will not only make up for the blank of relevant management, but also play a vital guiding role in the use safety and healthy development of light and small multi rotor delivery drones operating in densely populated urban areas.

Since October 2019, CAAC issued the world's first approval letter for the trial operation of specific drones to Songba technology affiliated to Hangzhou Antwork Technology, the commercial application of urban drone delivery industry in China has officially started, and the relevant operation practice, commercial exploration and institutional regulations have been carried out simultaneously.

As urban delivery operation is a relatively new and technically difficult application field in the drone industry, the global drone industry still lacks practical application experience in this field, and there are no mature standards and specifications in various countries. As the leader of the standard, Antwork uses its first application experience to refine the design methods and technical requirements of high reliability delivery drone products suitable for urban scenes into relevant industry standards and specifications, which can effectively promote the application development and technology upgrading in this field and further consolidate China's global leading position in the field of civil drones.
