As an emerging field, while thriving, the development of low altitude economy also faces problems such as lack of top-level institutional guarantees, cumbersome application of airspace resources, unclear responsibilities of government departments, lagging infrastructure construction, and incomplete safety supervision system. In order to fully drive the development of the industry and share solutions, Antwork Technology, together with professional institutions in the civil aviation industry and leading enterprises in the low altitude economic industry, jointly released the Hangzhou Plan for the Construction of Urban Low Altitude Economic System (hereinafter referred to as the "White Paper").
In the white paper, clear guidance and suggestions are provided on the technology and application of urban low altitude development from three dimensions: qualification services, facility services, and operational services, based on the architecture of the low altitude economic system. Qualification services serve as the compliance foundation for all low altitude operations, and their operating entities and equipment must be properly certified for initial and sustained airworthiness in accordance with industry requirements. At the same time, continuous safety assessments should be conducted on the operating entities and low altitude systems. As the main facility for air ground collaboration, the white paper subdivides it into ground facilities and air facilities, including takeoff and landing areas, alternate landing points, spatiotemporal grids, route hubs, dynamic fences, etc., summarizing the technical requirements of each facility. In addition, China has not yet established a sound mechanism for low altitude flight management and the release and management of intelligence information, which restricts the continuous improvement of low altitude flight efficiency. Building an operational service system based on intelligence and air traffic control services is also an important output of this white paper.
Low altitude economy, as a new type of transportation industry, is an organic integration of smart cities and smart civil aviation by enhancing spatial dimensions and unlocking airspace resources. In February 2021, the Central Committee of the Communist Party of China and the State Council issued the Outline of the National Comprehensive Vertical Transportation Network Plan, which included "low altitude economy" in the national plan for the first time; In June of this year, the Provisional Regulations on the Management of drones Flight were officially released, providing legal guarantees for the smooth and efficient implementation of UAV flight and related activities, and ensuring the smooth and efficient operation of flight management work. Under the significant opportunities of low altitude economic development, cities will be the most promising application market, leading and driving the low altitude economy to achieve high flight.
As a groundbreaking product of reconstructing transportation, the development model of low altitude economy is still being explored globally, and China has established leading advantages in scene exploration and application. With the development of intelligent technology and aviation technology, the application of drones has expanded from aerial photography, agricultural plant protection, emergency rescue to urban management, and urban passenger and cargo transportation. This has effectively transformed cities in solving traffic congestion, improving logistics efficiency, and enhancing urban space utilization. At the same time, it has also brought a safer, more efficient, and environmentally friendly solution to cities.
As a pioneer in urban air delivery, Antwork Technology began commercial application after obtaining the first urban logistics drone operation license issued by the Civil Aviation Administration of China in 2019, and continues to maintain the world's first urban drone operation mileage. As the first urban delivery drone trial operation enterprise designated by the Civil Aviation Administration of China, Antwork has lived up to expectations, promoting improvement and development through trial flights. While exploring scenario applications, it actively undertakes the important task of industry development, continuously outputs relevant data and standards for practical reference, and takes the lead in drafting the core standard in the field of urban unmanned aerial vehicle logistics, "Technical Requirements for Electric Multi rotor Unmanned Aerial Vehicles (Light and Small) System in Urban Scene Logistics" The classification of distributed operation levels for civil unmanned aerial vehicle systems and the specification for logistics route planning of light and small unmanned aerial vehicles in urban scenarios have been continuously improved and perfected through industry related standards, promoting the vigorous and healthy development of low altitude cities.
Thousands of miles of air await eagles to fly. Although the development of emerging industries inevitably requires a lot of trial and error and exploration, we believe that with the innovative spirit and joint efforts of the government and enterprises, China will take the lead in paving a unique "Chinese path" in the field of low altitude economy.
